Let's green the Energy Bill!

Today, you can start shaping the future of UK energy.

The UK has world-leading climate laws, with ambitious targets for reducing carbon emissions. But targets are not enough on their own. So we were delighted to hear the UK government is introducing a new Energy Bill this autumn.

This is a real opportunity to improve home energy efficiency and transform the way energy is produced, so our electricity is cleaner and greener.

As ever, the devil is in the detail. We’re worried that some of the most important measures may be missed out of the Bill.

Dear Secretary of State

The UK is a world-leader in terms of climate legislation. The UK and Scottish Climate Change Acts set clear targets for carbon reduction. The forthcoming Energy Security and Green Economy Bill provides an opportunity for the UK to put in place practical policies to drive down emissions, and ensure we are on track to meet (or even exceed) our carbon targets.

I welcome the news that the Energy Bill will introduce a ‘Green Deal’ to help home owners make their homes more energy efficient. The Green Deal in the Bill should not be limited to the proposed Pay As You Save scheme, but should also include improvements to Energy Performance Certificates to ensure people have accurate and detailed information on the energy efficiency of their homes and how they can improve this. Alongside these changes, the Government needs to ensure that by 2020 no homes fall below Band D, removing the least energy efficient from the housing stock.

I would also like to see the urgent establishment of a Green Investment Bank, to support both the Green Deal and renewable energy infrastructure. Such a bank would provide a much-needed boost in achieving the very high levels of private investment needed to support the UK’s transition to a low-carbon economy. It would also be a way to ensure the Pay As You Save scheme can offer low interest rates, which I believe will be critical for encouraging people like myself to take up the scheme.

Finally, I would like your assurance that the coalition government’s agreement to limit CO2 emissions from power stations will be enacted in the Energy Bill. The introduction of an Emissions Performance Standard, to cover both gas and coal power stations, would ensure carbon emissions from electricity generation are strictly limited, and help put the UK’s power sector on track to a near zero-carbon future.
